They are at constant war with the Kurzicks due to ancient unexplained hatred and the desire over the scarce and precious Amber and Jade that was solidified from the Jade Wind.

I also woudln't call an entire sea of jade scarce.

If only they would stop "bickering like school children" (R.I.P. Togo), form an alliance, and wage war on the empire. No one likes the emperor. He /dances in a silly way and has hideous pets. Plus there's the minor thing of leaving an entire populace to rot in a disgusting and infected city at the mercy of bandits, robbers and cutthroats and gruesome monsters. I'm optimistic a combined assault of Juggers and Turtles could make short work of the forces the emperor can muster.

Actually, most of the jade in the jade sea is not pure enough to be of any use.

Hence the Jade Quarry and all the fuss over it.
